With another load of puppies left outside the Friends of Animals shelter recently, employees are urging people to bring animals inside the building so they can be properly cared for from the moment they arrive.
"We want to talk to the owner to get vital information and it's just too cold to leave any pets, especially young ones, outside," said Jo Gilchrist, Friends of Animals.
Nearly two weeks ago, an employee saw a man abandon six puppies and was able to record his license plate number, according to Terry Hill, Cloquet deputy police chief.
The eight-week-old terrier mix puppies were left outside in a plastic bin.
When the man was contacted by police, he admitted to leaving the pups, Hill said. The man also said he made eye contact with an employee there before leaving them.

"There's no question the man exercised poor judgment," Hill said.
The man will not be charged with a crime. Friends of Animals has offered to neuter the dog at a reduced rate and the man is reportedly considering it.
Friends of Animals will take all animals free of charge, but they do ask for donations to help with care, feeding and getting them ready for adoption. The recently dropped off pups will be available for adoption starting Dec. 19.
