Carlton School Board Minutes
The Board of Education of Independent School District 93, Carlton, Minnesota, met through interactive technology and remotely on Monday, July 20, 2020. Lehto called the meeting to order at 7:02 p.m. The meeting continued with the Pledge of Allegiance. Members present: Chmielewski, Gustafson, Hagenah, Karp, Ojibway, Lehto, with Superintendent Engstrom.
MOTION by Hagenah to approve the agenda was supported by Karp. A roll call vote was called: Chmielewski-yea, Gustafson-yea, Hagenah-yea, Karp-yea, Lehto-yea, Ojibway-yea. MOTION passed 6-0.
No public comments were taken.

MOTION by Gustafson to approve the consent agenda:
Approve the Minutes, June 15, 2020 School Board Meeting Minutes.
Approve the Minutes, July 13, 2020 Committee of the Whole Meeting Minutes.
Approve June payroll for a total of $378,513.95 and wires summative at $120,080.14.
Approve the June finance checks in the amount of $165,625.33.
Approve the Northern Lights 2020-2021 Contract for Physical Therapy.
Approve the bids for Fiscal year 2020-21

MOTION by Gustafson to approve the following: The Carlton board moves forward with the consideration of, and information gathering for, the following long range contingency planning options: If the enhanced debt equalization bill is not passed, 4) Wait and try again to pass the enhanced debt equalization bill during the next legislative session; 5) The Carlton and Wrenshall districts abandon our consolidation efforts and move forward independently and If the enhanced debt equalization bill passes, but the bond referendum does not pass, 2) Wait and try again to pass a different facility referendum 4) The Carlton and Wrenshall districts abandon our consolidation efforts, and Carlton moves forward with a plan to become a pre K-8 school district with a high school tuition agreement with Cloquet

MOTION by Hagenah to approve the Resolution appointing Geralyn Thompson as School Board Election Clerk for the Carlton School District school board elections in 2020 was supported by Karp. A roll call vote was called: Chmielewski-yea, Gustafson-yea, Hagenah-yea, Karp-yea, Lehto-yea, Ojibway-yea. MOTION passed 6-0.

MOTION by Lehto to approve the Tax and Funding Impact Study with Ehlers, at a cost of up to $3000.00 was supported by Karp. A roll call vote was called: Chmielewski-nay, Gustafson-yea, Hagenah-yea, Karp-yea, Lehto-yea, Ojibway-yea. MOTION passed 5-1.
MOTION by Karp to approve the Reopening Blueprint Planning Proposal-Institute for Environmental Assessment, Inc. was supported by Gustafson. A roll call vote was called: Chmielewski-yea, Gustafson-yea, Hagenah-yea, Karp-yea, Lehto-yea, Ojibway-yea. MOTION passed 6-0.

MOTION by Ojibway to approve the resignation of Kevin Kot as Check and Connect Mentor effective July 16, 2020 and the hire as Indian Education Coordinator at $20.00/hour, approximately 40 hours/week, effective August 31, 2020 was supported by Karp. A roll call vote was called: Chmielewski-yea, Gustafson-yea, Hagenah-yea, Karp-yea, Lehto-yea, Ojibway-yea. MOTION passed 6-0.
MOTION by Hagenah to approve the hire of Samantha Charon as District Finance Assistant effective July 13, 2020 per Carlton Confidential Employees Certified Bargaining Unit contract was supported by Karp. A roll call vote was called: Chmielewski-yea, Gustafson-yea, Hagenah-yea, Karp-yea, Lehto-yea, Ojibway-yea. MOTION passed 6-0.
Karp made a motion to adjourn at 9:56 p.m. and there being no further business with a second from Gustafson the meeting adjourned by unanimous vote.
