SCHOOL BOARD MINUTES

The Board of Education of Independent School District 93, Carlton, Minnesota, met in regular session on Monday, December 16, 2019 in the Carlton Middle/High School Library. Lehto called the meeting to order at 7:01 p.m. The meeting continued with the Pledge of Allegiance. Members present: Hagenah, Karp, Ojibway, Lehto with Superintendent Carman. Members absent: Chmielewski, Gustafson

MOTION by Lehto to approve amended meeting agenda was supported by Karp. MOTION passed 4-0.

A student council report was given by Justin Swanson.

No public comments were given.

Congratulations to Carlton's Senior Sawyer Thorman as a member of the Carlton/Wrenshall Raptors Football Team being named to the Duluth News Tribune's 2019 All Area Football Team!

Congratulations to 6th grade students Lexi Coy, Dayne Heino, and Faith Chebor who were selected to have their poetry published in the National Scholar Society Youth Poetry Book and thank you to MS English teacher Meghan Lozinski for having the MS English students submit poetry for the contest.

Thank you to Northwoods Credit Union for providing teachers and staff with 2020 Calendars.

Reports were given by High School Principal Barry Wolff South Terrace Elementary Principal/Activities Director Benjamin Midge, Community Education Director Daisy Rose, Indian Education Coordinator Everett LaFromboise, Business Manager Norman Nelis, Superintendent Gwen Carman, Board Committee Reports by Karp and Lehto.

MOTION by Karp to approve the consent agenda:
•Approve the Minutes, November 18, 2019 School Board Meeting.
•Approve the Minutes, December 5, 2019 Committee of the Whole Meeting.
•Approve October payroll for a total of $398,715.81 and wires summative at $124,732.88.
•Approve the November finance checks in the amount of $336,274.20.
MOTION was supported by Hagenah. MOTION passed 4-0.

Discussed the 2nd Reading: New Policy 535 Service Animals in Schools and 535F Approval Request Form for Use of a Service Animal.

Discussed the 2nd Reading: Policies with Substantive Changes: 414, 419, 421, 510, 516, 524, 532, 601, 603, 611, 613, 615, 616, 618, 624, 703, 720, 721, 802. Non-Substantive Changes: 205, 402, 422, 423, 506, 515, 523, 530F, 602, 904.

Discussed the 2nd Reading: Annual review existing Policies: 410, 415, 514, 522, 550.

Discussed the School Perception Survey-Information to be distributed to Carlton and Wrenshall school residents, staff members and parents/guardian of students who currently open enroll into either district.

MOTION by Hagenah to approve the Resolution Establishing Combined Polling Place for Multiple Precincts and Designating Hours was supported by Karp. MOTION passed 4-0.

MOTION by Hagenah to approve the Resolution certifying the 2019 Payable 2020 Levy Limitation and Certification at $1,613,141.93 was supported by Ojibway. MOTION passed 4-0. Lehto Yea, Karp Yea, Ojibway Yea, Hagenah Yea. Resolution-40 page document available at School Board Meeting and school website.

MOTION by Ojibway to approve the resolution to accept the following donations:
•Approve the resolution to accept the $250.00 donation for the High School Baseball Team, from The City of Carlton.
•Approve the resolution to accept the $500.00 donation from the Irving Community Center for the High School Youth in Government Group to help cover the conference fees/meals.
•Approve the resolution to accept the $500.00 donation from The Northland Foundation to support training opportunities and outreach focused on oral health promotion for young children, their families and other caregivers.
MOTION was supported by Karp. MOTION passed 4-0.

MOTION by Hagenah to approve the Letter to the Carlton County in regards to possible sale of the Middle School/High School property was supported by Ojibway. MOTION passed 4-0.

MOTION by Karp to approve the 2019-2020 World's Best Workforce Plan was supported by Hagenah. MOTION passed 4-0.

MOTION by Ojibway to approve the resignation of Grey Lockart as Bulldog Kids Care Aide effective October 3, 2019 was supported by Karp. MOTION passed 4-0.

MOTION by Karp to approve the hire of Miles Bennett as 2019-2020 JV Girls Basketball Coach per Schedule C of the 2019-2021 CEA Master Contract pending successful background check was supported by Ojibway. MOTION passed 4-0.

MOTION by Karp to approve the following Youth Basketball Volunteer Coaches:

•Carrie Ragsdale K-1
•Rick Rice 2-3 Boys (pending background check)
•Corey Peterson 2-3 Boys (pending background check)

MOTION was supported by Ojibway. MOTION passed 4-0.

Hagenah made a motion to adjourn at 8:49 p.m. and there being no further business with a second from Ojibway the meeting adjourned by unanimous vote.
