School Board Working Session:

The working session was called to order by Board Chair Ted Lammi at 5:30 p.m.

Topics discussed: Superintendent's upcoming evaluation on June 10th; AFSCME Grievance/MARSS Services by ARCC; Community Education negotiations; budget reductions and staff parking around Washington Elementary School. There being nothing further to discuss, Board Chair Ted Lammi adjourned the working session at 6:08 p.m.

The regular board meeting of the School Board of Independent School District No. 94 was called to order by Board Chair Ted Lammi, in the City of Cloquet, on May 13, 2019 at 6:14 p.m.

APPROVAL OF BOARD AGENDA

RESOLVED by N. Sandman to approve the May 13, 2019 school board agenda, with the amendment of adding a letter of retirement from Cathy Rikkola, 1.0 FTE 2nd grade teacher at Washington Elementary School to the Consent resolution and approve an internal posting to fill this position for the 2019-2020 school year. T. Lammi seconded the motion and the resolution was approved by unanimous yea vote of all members present on roll call.

Board member D. Buytaert also informed Board Chair T. Lammi that he would be leaving the meeting early for a band concert.

RESOLVED by D. Battaglia to approve the April 18, 2019 and April 22, 2019 school board meeting minutes as presented. J. Crowley seconded the motion and the resolution was approved by unanimous yea vote of all members present on roll call.

T. Lammi seconded the motion and the resolution was approved by a five to one (5:1) yea vote of all members present on roll call. Board members T. Lammi, N. Sandman, D. Battaglia, J. Crowley, and D. Buytaert voted yea. Board member G. Huard voted nay.



Board member D. Buytaert left the meeting at 6:46 p.m.



RESOLVED by D. Battaglia to approve the Resolution for School Calendar Adjustment for the 2018-2019 School Year, as follows:

WHEREAS, the Independent School District No. 94 (Cloquet) canceled instructional days on:

January 29, 2019 - (bitter cold and wind chill conditions)

January 30, 2019 - (bitter cold and wind chill conditions)

January 31, 2019 - (bitter cold and wind chill conditions)

during the 2018-2019 school year due to health and safety concerns; and

WHEREAS, the Minnesota Legislature enacted Laws of Minnesota 2019, Chapter 5-Senate File 1743, which permits Minnesota school districts and charter schools to count these dates as instructional days for purposes of calculating the number of hours and days in the school year pursuant to Minnesota law and the calculation of average daily membership pursuant to Minnesota law for students enrolled both before and after those school closure dates; and

WHEREAS, the School District wishes to count the dates identified above for the purposes set forth in Laws of Minnesota 2018, Chapter 5-Senate File 1743;

NOW THEREFORE BE IT RESOLVED by the School Board of Independent School District No. 94, State of Minnesota, as follows:

Pursuant to Laws of Minnesota 2019, Chapter 5-Senate File 1743, the canceled instructional days of:

January 29, 2019 - (bitter cold and wind chill conditions)

January 30, 2019 - (bitter cold and wind chill conditions)

January 31, 2019 - (bitter cold and wind chill conditions)

will be counted in the calculation of the number of hours and days in the school year and the calculation of the average daily membership for the 2018-2019 school year; and

The School District will comply with all other requirements set forth in Laws of Minnesota 2019, Chapter 5-Senate File 1743.

J. Crowley seconded the motion and the resolution was approved by a five to zero (5:0) unanimous yea vote of all members present.



RESOLVED by N. Sandman to approve the two (2) year leave of absence request of Wendy Waha, 1.0 FTE Social Studies teacher at Cloquet High School for the 2019-2020 and 2020-2021 school years, as presented. Ms. Waha will need to notify the school district of her intent to return for the 2021-2022 school year by March 1, 2021, per contract language. J. Crowley seconded the motion and the resolution was approved by a five to zero (5:0) unanimous yea vote of all members present.



RESOLVED J. Crowley hereby approves the State of Minnesota, Minnesota State Colleges and Universities Memorandum of Agreement for Student Training Experience with St. Cloud State University, beginning June 1, 2019, and shall remain in effect for five years from the date of this contract. This Agreement may be terminated by giving at least seven (7) days advance oral notice to the other parties, with a follow up letter confirming termination delivered to the other party on or before the actual termination date, as presented. D. Battaglia seconded the motion and the resolution was approved by a five to zero (5:0) unanimous yea vote of all members present.



RESOLVED by N. Sandman to approve the Agreement for the Provision of Family School Support Worker Services with Carlton County Public Health and Family Service Collaborative for the provision of 3.8 FTE Family School Support Worker services for the period of July 1, 2019 - June 30, 2020, as presented. D. Battaglia seconded the motion and the resolution was approved by a five to zero (5:0) unanimous yea vote of all members present.



RESOLVED by J. Crowley to approve the Purchase of Service Agreement between Northern Lights Academy (NLA) and Cloquet Public Schools to provide Nursing services for the time period August 24, 2018 - June 15, 2020, as presented. T. Lammi seconded the motion and the resolution was approved by a five to zero (5:0) unanimous yea vote of all members present.



RESOLVED by T. Lammi to approve the Purchase of Service Agreement between Northern Lights Academy (NLA) and Cloquet Public Schools to provide Technology services for the time period August 24, 2018 - June 15, 2020, as presented. D. Battaglia seconded the motion and the resolution was approved by a five to zero (5:0) unanimous yea vote of all members present.



RESOLVED by N. Sandman to approve the Cloquet Educational Foundation (CEF) Grants approved for funding, as presented. J. Crowley seconded the motion and the resolution was approved by a five to zero (5:0) unanimous yea vote of all members present.



RESOLVED by J. Crowley to approve the following District Policies, waiving the normal three readings, as presented:
