The regular meeting of the School Board of Independent School District No. 94 was called to order by Board Chair G. Huard, in the City of Cloquet, on August 11, 2014 at 6:04 p.m.

APPROVAL OF BOARD AGENDA
RESOLVED by D. Danielson to approve the August 11, 2014 School Board Agenda, with Appendix E-7 being pulled from the agenda due to not receiving the information in time for the meeting. J. Crowley seconded the motion and the resolution was adopted by unanimous yea vote of all members present on roll call.

APPROVAL OF BOARD MINUTES
RESOLVED by D. Danielson to approve the July 14, 2014 school board minutes, as presented. J. Crowley seconded the motion and the resolution was adopted by unanimous yea vote of all members present on roll call.

OPEN FORUM
Reports were provided by building principals present and the Community Education Director.

CLAIMS, FUND 11 CHECKS, AND WIRE TRANSFERS
RESOLVED by J. Crowley that the School Board of Independent School District No. 94 hereby approves the claims, as presented: General - $2,335,627.95; Food Service - $72,735.52; Transportation - $14,940.33; Community Service - $162,493.40; Capital Outlay - $87,453.10; Building Construction - $0; Debt Redemption Fund - $0, OPEB Irrevocable Trust - $119,271.76 and OPEB Debt Service - $0 for a total of $2,792,522.06. Wire transfers: $200,000.00 on July 30, 2014, and $1,000,000.00 on July 31, 2014. D. Buytaert moved the adoption of the resolution and it was declared adopted by unanimous yea vote of all members present on roll call.

Updated Savings Estimate on 2005 Debt - Business Manager Kim Josephson reported that the district would be realizing a savings between $500,000 and $600,000 on our 2005 Debt. Basically, the district will be able to refinance the debt in January 2015 from 4% down to 2%. Authorization to sell will be done in November.

4. Total contract is $3,875.20 - at the daily rate of $387.52 for ten (10) days.

9. Approve the increase in Head Election Judge Pay to $12.50 and Election Judge pay to $10.00 to be in line with what the City of Cloquet is paying for Election Judge services, effective August 11, 2014.

There was no old business to discuss.

SUPERINTENDENTS REPORT
Superintendent Scarbrough reported that 66 new students have enrolled at Cloquet as of August 8th, with 22 students enrolling out of district. We can expect to see a net gain of at least 50 new students by the time school opens.

There were no reports to present.

NEW BUSINESS
RESOLVED by D. Danielson to approve the increase in fees of $.25 per hour at Kids Corner SACC Program, beginning September 3, 2014. J. Crowley seconded the motion and the resolution was adopted by unanimous yea vote of all members present on roll call.

RESOLVED by J. Crowley to approve the resolution relating to the Adoption of the 2014 Carlton County Multi-Hazard Mitigation Plan, as presented. D. Buytaert seconded the motion and the resolution was adopted by unanimous yea vote of all members present on roll call.

RESOLVED by J. Crowley to approve the Mentorship Program Adjustments, as presented. D. Buytaert seconded the motion and the resolution was adopted by unanimous yea vote of all members present on roll call.

Northeast Area School Consortium (NASC) - Superintendent Scarbrough reported on a collaborative effort by the Carlton County superintendents regarding staffing and curriculum development. They are looking at ways to draw on the expertise of the teachers within the schools to assist with curriculum development. Our District Advisory Committee (DAC) has been working diligently on building/curriculum cycles, and on staff development. Before asking for approval to join this consortium, additional discussion will take place with the DAC and principals to make sure everyone sees the value with this effort. More information will be forthcoming.

First Reading District Policy #429 - Lactation Support. A proposed policy on Lactation Support, supporting mothers who are breastfeeding was reviewed.

RESOLVED by D. Danielson to accept the letter of resignation from Rebecca Fuhrman, 1.0 FTE K (Early 5's) teacher at Churchill Elementary School, effective August 7, 2014. D. Buytaert seconded the motion and the resolution was adopted by unanimous yea vote of all members present on roll call.

RESOLVED by D. Buytaert to approve the posting for a 1.0 FTE Kindergarten (Early 5's) teacher at Churchill Elementary School. J. Crowley seconded the motion and the resolution was adopted by unanimous yea vote of all members present on roll call.

Danielson to approve the Shared Time Staff Agreement for the 2014-2015 school year between McGregor Public Schools and Cloquet Public Schools for school psychologist services in the amount of $18,403.60. J. Crowley seconded the motion and the resolution was adopted by unanimous yea vote of all members present on roll call.

RESOLVED by D. Buytaert to accept the letter of resignation from Nicole Ojanen, 1.0 FTE Science teacher at Cloquet Area Alternative Education Programs (CAAEP), effective August 11, 2014. D. Danielson seconded the motion and the resolution was adopted by unanimous yea vote of all members present on roll call.

RESOLVED by D. Danielson to approve the following: For the purposes of the Minnesota Department of Education (MDE) Review and Comment, the School Board hereby sets the date of Tuesday, February 10, 2015, for holding a Special Bond Referendum. D. Buytaert seconded the motion and the resolution was adopted by unanimous yea vote of all members present on roll call.
