The regular board meeting of the School Board of Independent School District No. 94 was called to order by Board Chair Duane Buytaert, in the City of Cloquet, on April 10, 2017 at 6:06 p.m.

RESOLVED by N. Sandman to approve the April 10, 2017 School Board Agenda, as presented. T. Lammi seconded the motion and it was approved by unanimous yea vote of all members present on roll call.
APPROVAL OF MEETING MINUTES
RESOLVED by D. Battaglia to approve the March 27, 2017 School Board minutes, as presented. T. Lammi seconded the motion and it was approved by unanimous yea vote of all members present on roll call.
OPEN FORUM AND RECEPTION OF DELEGATIONS, PETITIONS, AND COMMUNICATIONS
June 2019 Student Trip to Spain - Cloquet Senior High School Spanish teacher Lisa South presented information on a proposed student trip to Spain, France, and Italy to take place over 14 days in June 2019. She asked the Board to approve the proposed trip so financial planning could begin as the trip will cost approximately $4,200 per student. Board member T. Lammi made a motion to approve the student trip to Spain, France, and Italy in June 2019. J. Crowley seconded the motion and it was approved by unanimous yea vote of all members present on roll call.
Cloquet Science Fair Student Presentations - Cloquet students Joshua Sanders (8th grade); Abby Smith (9th grade); Morgan Smith and Jordin Weisz (Grade 11); and Sophia Krikava (Grade 12) provided an overview of their Science Fair presentations. The students' presentations were very impressive. Congratulations to them on their successes!
Reports were provided by building principals, Community Education Director, American Indian Education Director, and Education Minnesota Cloquet Representative.

3. Community Education Hires - Classroom Instruction, as presented.
4. Approve the reduction of the 5:45 Hours/Day Consistent Support Paraprofessional position - held by Heather McCall at Cloquet Area Alternative Education Programs (CAAEP), effective Friday, March 31, 2017. This position reduction is due to a student no longer requiring services.
Approve the employment - of Heather McCall to fill the open 27 Hours/Week Consistent Support DCD S/P ECSE Paraprofessional position at Fond du Lac Head Start, effective Monday, April 3, 2017. Rate of pay will be $15.86/Hour.
5. Amended 6th Period Stipend - rescission of the 6th Period Stipend for Lindsey Gallagher for teaching Advanced Math during the time period February 27, 2017 - April 10, 2017. Rate of pay was $26.57/Hour for 24 days for a total of $637.68. This is due to a conflict with her schedule.
Recommendation to approve a 6th Period Stipend for Jonathan Horbacz for teaching Advanced Math during the time period February 27, 2017 - April 10, 2017. Rate of pay is $26.57/Hour for 24 days for a total of $637.68.
6. 2017-2018 Extra-Service Contract for Activities Director - issued to Paul Riess, Activities Director for the time period
July 1, 2017 - June 30, 2017. This assignment will be paid $9,988.00 per Schedule D of the Teachers' Master Agreement. This position includes ten (10) summer days, plus the administration may approve up to ten (10) comp days if needed.
7. 2017 Summer Custodial Maintenance Hours -approve the summer custodial maintenance hours as follows:
Churchill - 650 Hours; Washington - 650 Hours; Middle School - 600 Hours; High School - 2,450 Hours; and Garfield School - 250 Hours, for a total of 4,600 Hours.
8. Permission to Post Positions:
" 1.0 FTE Title I teacher at Washington Elementary School, pending receipt and acceptance of resignation or retirement letter from Laura Lyness.
.6 FTE Mathematics Teacher at Cloquet Senior High School for the 2017-2018 school year.
1.0 FTE District Technology Integration and Instructional Support Specialist.
T. Lammi seconded the motion and it was approved by unanimous yea vote of all members present on roll call.
STAFFING ADJUSTMENTS
RESOLVED by T. Lammi to approve the increase of Justin Dinger's hours as District Technology Specialist, from 6.5 hours/day to 8 hours/day (40 hours/week) beginning May 1, 2017. N. Sandman seconded the motion and it was approved by unanimous yea vote of all members present on roll call.
OLD BUSINESS
Placement of Cloquet Middle School Assistant Principal on Salary Schedule - during the last school board meeting discussion took place regarding the placement of the CMS Assistant Principal on the Principals' Salary Schedule. The Board asked Superintendent Scarbrough to do an analysis of salary and benefits for the Activities Director/Dean position and the principal position. Superintendent Scarbrough provided a breakout of both salaries and benefits for comparison. Discussion followed. It was determined that a board subcommittee should meet with the Principals' Association to discuss this step placement further and put forth a recommendation to the full board. D. Danielson made a motion to table this for further discussion to occur between the Principals' negotiations team and District team with the specific subject of determining the proper way to hire for these positions. D. Battaglia seconded the motion. Board members D. Buytaert, D. Danielson and J. Crowley will meet with a team from the principals' union to discuss how this subject is addressed in the Collective Bargaining Agreement and if any changes need to be made in a memorandum of understanding.

SUPERINTENDENT'S REPORT
TIF Proposal from the City of Cloquet - Superintendent Scarbrough commented on the document presented for the Board's review. The proposal of the TIF area being proposed by the City of Cloquet is a 12 unit multi-family building to be located by Reservation Road.
SCHOOL BOARD COMMITTEE REPORT
The Student Enrollment Report as of April 5, 2017 was reviewed. Enrollment remains steady at 2,492.
NEW BUSINESS
RESOLVED by D. Danielson to accept the Notice of Desire to Negotiate from Cloquet Non-Certified Administrative Support Association, as presented. D. Buytaert seconded the motion and it was approved by unanimous yea vote of all members present on roll call.
RESOLVED by D. Battaglia to approve the Addendum A - Cloquet School District Middle School Student Information Sheet for Classroom Placement - District Policy #536.1, as presented. J. Crowley seconded the motion and it was approved by unanimous yea vote of all members present on roll call.
