NOTICE OF PUBLIC HEARING ON PROPOSED PROJECT AND THE ISSUANCE OF PRIVATE ACTIVITY BONDS

CITY OF CARLTON,
CARLTON COUNTY, MINNESOTA

Notice is hereby given that the City Council of the City of Carlton, Minnesota (the "Issuer") will meet on Wednesday, April 12, 2017, at 6:00 p.m. in the City Hall in Carlton, Minnesota, for the purpose of conducting a public hearing on the proposal that the Issuer issue its revenue obligations, in one or more series, under Minnesota Statutes, Sections 469.152 through 469.165, in order to (i) refinance the outstanding principal amount of the Issuer's Revenue Note, Series 2009 dated May 1, 2009, issued to refinance the Issuer's Revenue Note, Series 2000 dated May 31, 2000 issued to provide financing for the costs of a project on behalf of Carlton Amateur Hockey Association - Four Seasons Recreation Area, a Minnesota nonprofit corporation (the "Corporation") for the construction of an approximately 5,000 square foot addition to the recreational ice facility located at 1568 Highway 210 (90 Chestnut Avenue), Carlton, Minnesota and finance the acquisition of ice resurfacing equipment; (ii) to provide funds for the purchase and installation of new hockey arena boards and plexiglass (the "Project"), which is operated by the Corporation; and (iii) finance costs associated with the financing/refinancing. The estimated total amount of the proposed revenue obligations will not exceed $215,000.00. The obligations and interest thereon shall not be payable from nor charged against any funds of the Issuer other than revenue pledged for the payment thereof, nor shall the Issuer be subject to any liability thereon. No holders of the obligations shall ever have the right to compel any exercise of the taxing power of the Issuer to pay the obligations or the interest thereon, nor to enforce payment against any property of the Issuer. Such obligations shall not constitute a charge, lien or encumbrance, legal or equitable, upon any property of the Issuer, nor shall the same constitute a debt of the Issuer within the meaning of any constitutional or statutory limitations.

A draft copy of the proposed Application to the Minnesota Department of Employment and Economic Development for approval of the Project, together with all attachments and exhibits thereto, is available for public inspection at the office of the Clerk-Treasurer at City Hall, 310 Chestnut Avenue, Carlton, Minnesota, between the hours of 8:00 a.m. and 4:30 p.m. Monday through Friday, except legal holidays.

All persons interested may appear and be heard at the time and place set forth above or may submit written comments to the Clerk-Treasurer in advance of the hearing.
