SCHOOL BOARD MINUTES
MONDAY, NOVEMBER 20, 2017- 7:00 P.M.

The Board of Education of Independent School District 93, Carlton, Minnesota, met in regular session on Monday, November 20, 2017. Hagenah called the meeting to order at 7:02 p.m. The meeting continued with the Pledge of Allegiance. Members present: Chmielewski, Emerson, Gibson, Hagenah, Karp, Lehto with Superintendent Carman and Business Manager Eiffler.

MOTION by Karp to approve the amended meeting agenda was supported by Gibson.

Public comments were taken from Timothy Soden-Groves, Dave Chmielewski, Diane Soden-Groves and Bill Sharratt.

Thank you to Shari Vinje of Forefront Realty for the donation of $250 to the CHS Industrial Arts shed class project.

Thank you to Dick and Joyce McFarland for their generous contribution to support the Youth Frontiers Honor Retreat that was held for teachers on Friday, November 10, 2017.

Thank you to Inter-State Studio & Publishing Co. for their donation of $699.60 for South Terrace Elementary and $646.33 for Carlton High School for fall portraits.

Congratulations to the Girls Volleyball Team for making it to the Section Finals.

Congratulations to Elizabeth House for making the state swimming relay team.

Reports were given by Student Advocate-Student Council Representative Zoe Klimek; High School Principal Craig Kotsmith; South Terrace Elementary Principal Benjamin Midge; Community Education Director Daisy Rose; Indian Education Coordinator Victoria McMillen; Business Manager Renee Eiffler; Superintendent Gwen Carman; Board Committee Reports from Julianne Emerson and Sue Karp on LIEC and Indian Education meetings.

MOTION by Lehto to approve the Consent Agenda.
Approve the Minutes, October 16, 2017 Regular School Board Meeting.
Approve October payroll for a total of $383,694.50 and wires summative at $126,176.85.
Approve the November finance checks in the amount of $262,955.81.
Accept the Fiscal Year 17 Audit as presented
Accept the donation of $699.60 for South Terrace Elementary and $646.33 for Carlton High School from Inter-State Studio & Publishing Co. for fall portraits.
Approve the 2017-18 NLSEC Family School Support Worker contract.
Approve the 2017-18 NLSEC Physical Therapy contract.
The motion was supported by Karp. Motion passed 6-0.

A discussion was held regarding the School Board's response to Wrenshall School Board's resolution received November 14, 2017.

MOTION by Lehto to approve resolution calling for abatement hearing on December 18, 2017 was supported by Emerson. Roll call vote was called: Hagenah-yea, Gibson-yea, Chmielewski-nay, Karp-yea, Lehto-yea, Emerson-yea. Motion passed 5-1.

MOTION by Gibson to approve the 2017-18 World's Best Workforce Plan was supported by Emerson. Motion passed 6-0.

MOTION by Emerson to approve 2017-18 Teacher Seniority List was supported by Chmielewski. Motion passed 6-0.

The following policies were reviewed for the 1st reading: Policies with substantive MSBA recommended changes: 425, 533, 603 Policies with non-substantive MSBA recommended changes: 614. Policy needing annual review: 550.

MOTION by Lehto to approve AIA Agreements for Professional Services from InGensa, Inc. was supported by Emerson. A roll call vote was called: Lehto-yea, Karp-yea, Emerson-yea, Chmielewski-nay, Gibson-yea, Hagenah-yea. Motion passed 5-1. MOTION by Gibson to accept the resignation of Larry Couture as Bus Driver effective October 17, 2017 was supported by Karp. Motion passed 6-0.

MOTION by Karp to approve the hire of Autumn (McMillen) Burt as Kids Care Coordinator at $15.45/hour, estimated 20 hours per week, as of Monday, October 23, 2017 was supported by Lehto. Motion passed 6-0.

MOTION by Emerson to approve Teresa Solomon as Full Time Paraprofessional effective November 7, 2017 was supported Gibson. Motion 6-0.

MOTION by Gibson to approve Pamela Mendoza as School Van Driver effective October 17, 2017 was supported by Karp. Motion passed 6-0.

MOTION by Chmielewski to approve FMLA parental leave for Megan McLain. Estimated time off is from March 23 until June 1, 2018 was supported Lehto. Motion passed 6-0.

MOTION by Gibson to approve the following winter sports coaches for the 2017-18 school year per Schedule C of the 2015-17 Master Agreement was supported by Emerson. Motion passed 6-0.
