SCHOOL BOARD MINUTES

The Board of Education of Independent School District 93, Carlton, Minnesota, met in regular session on Monday, March 19, 2018. Emerson called the meeting to order at 7:00 p.m. The meeting continued with the Pledge of Allegiance. Members present: Chmielewski, Emerson, Gibson, Hagenah, Karp, Lehto with Superintendent Carman and Business Manager Eiffler.

MOTION by Karp to approve amended meeting agenda was supported by Gibson. Motion passed 6-0.

A Student Advocate Report was presented by Student Council Representative Zoe Klimek.

Public comment was taken from Bill Sharratt and Penny Bennett.

Thank you the City of Carlton for the $2,500 donation to the Carlton High School Robotics Team.

Thank you to Dick and Joyce McFarland for their generous donation that enabled our 7th and 8th Students to participate in a Youth Frontiers Courage Retreat on March 7, 2018.

Congratulations to the Carlton High School Robotics Team and Coach Pat Day for winning the 2018 Rookie Inspiration Award at the First Robotics Competition in Duluth March 8-10, 2018. This is the first year Carlton High School Students have competed in robotics.

Congratulations to the Carlton High School DECA Team and Advisor Denis McDonald for qualifying to attend the State DECA Career Development Conference March 5-6, 2018. Deanna Wallin earned a medal for one of the highest scores on the Hospitality Exam. This is the first year Carlton High School Students have participated in DECA.

Congratulations to the Senior High Band Members, Violinist Mia Peterson, Accompanist Tyler Hey, and Band Director Sharrie Janovick for receiving all 'Superior' ratings at the State Music Contest at UMD on March 6, 2018.

Congratulations to Carlton High School Students Elizabeth House (Captain), Angel Schroeder, Jaryd Soukkala, Tiara Larson and Advisor Tim Juba for taking 3rd Place in the Most Economical Bridge Category at the Toothpick Bridge Competition at UMD on March 8th. The competition is sponsored by the American Society of Civil Engineers. They had the 3rd lightest bridge that supported at least 10 kg (22lbs). Their bridge weighed in at 50 grams, was made of about 200 toothpicks and supported 24 kg (52lbs).

Congratulations to the students, staff and administrators for achieving a 2017 94.6% graduation rate (above the state average of 82.8%).

Reports were given by High School Principal Craig Kotsmith, South Terrace Elementary Principal Benjamin Midge, Community Education Director Daisy Rose (written report), Business Manager Renee Eiffler, Superintendent Gwen Carman, Board Committee Reports included the Teacher Negotiations, Fine Arts, Facilities, and Extra Curricular Committees.

MOTION by Gibson to approve the consent agenda.
Approve the Minutes, February 26, 2018 Regular School Board Meeting.
Approve the Minutes, March 12, 2018 Committee of the Whole School Board Meeting.
Approve February payroll for a total of $395,805.24 and wires summative at $122,580.73.
Approve the March finance checks in the amount of $471,638.63.
Approve the Eleanor Hanson Fine Art Grant Requests: Cassie Korzendorfer's request for transportation and tickets for 8th grade students to attend the Park Square Theatre's production of Anne Frank. Miriam Effinger's request for the purchase of costumes, advertising and to pay for one-act royalty fees for her High School drama class.
Approve the Transportation Agreement with Volunteer Services of Carlton County, Inc. for a student's transportation through the end of the 2017-18 school year.

Hagenah supported the motion. Motion passed 6-0.

MOTION by Hagenah to approve the Resolution Declaring the Land Described in Exhibits A and B as Surplus and Authorizing Its Sale was supported by Karp. Roll call vote was called: Emerson-Yea, Gibson-Yea, Karp-Yea, Hagenah-Yea, Chmielewski-Yea, Lehto-Yea. Motion passed 6-0.

MOTION by Lehto to approve Policy 714 Fund Balances was supported by Hagenah. Roll call vote was called Chmielewski-Nay, Gibson-Yea, Hagenah-Yea, Karp-Yea, Lehto-Yea, Emerson-Yea. Motion passed 5-1.

The following policies were reviewed in a 2nd Reading: 101.1, 513, 601, 903.

MOTION by Gibson to approve the School Portrait Service Agreement with Life Touch Studios for the 2018-19 School Year for Carlton Middle/High School was supported by Karp. Motion passed 6-0.

MOTION by Lehto to accept the resignation of Melissa DeVerney as Indian Education Coordinator effective March 5, 2018 supported by Karp. Motion passed 6-0.

MOTION by Gibson to approve the job transfer of Everett LaFromboise from Indian Education Culture Consultant to Indian Education Coordinator at $22/hour, 40 hours a week effective February 26, 2018 through June 30, 2018 was supported by Karp. Motion passed 6-0.

MOTION by Lehto to approve Memorandum of Understanding between Carlton School Board and Superintendent Gwen Carman agreeing to a 3% salary increase for the 2017-18 School Year for an annual salary of $104,030.00 was supported by Hagenah. Roll call vote was called: Gibson-Yea, Chmielewski-Nay, Hagenah-Yea, Karp-Yea, Lehto-Yea, Emerson-Yea. Motion passed 5-1.

MOTION by Hagenah to approve Tony Ostlund as Volunteer Track Coach for the 2017-18 School Year was supported by Gibson. Motion passed 6-0.

MOTION by Hagenah to approve Andrew Weber as Junior High Track Coach for the 2017-18 School Year per Schedule C of the 2015-17 Master Agreement was supported by Lehto. Motion passed 6-0.
