SCHOOL BOARD MINUTES

JANUARY 23, 2017

The Wrenshall Board of Education, Independent School District No. 100, Wrenshall, Minnesota held its regular board meeting in the Wrenshall Library Media Center on Monday, January 23, 2017. Chairperson Laveau called the meeting to order at 6:02 p.m.

Members present: Matt Laveau, Janaki Fisher-Merritt, Michelle Blanchard, Tony Sheda and Warren Weiderman. Member absent: Renae House.

MOTION by Fisher-Merritt seconded by Laveau to approve the agenda with an addition. Motion carried unanimously.

MOTION by Blanchard seconded by Laveau to approve the consent agenda including checks #46904- #47016. Motion carried unanimously.

Superintendent Belcastro recognized the following:

Nicolle Gilbertson and Chris Gustafson for their participation in the Gathering of Great Minds teacher inservice day in Cloquet.

Report of Superintendent:

Enrollment is at 342 (181 in elementary and 161 in high school).

Second semester is underway.

Homecoming is the week of February 6 - 10.

Winter Parent/Teacher conferences are scheduled for February 16 and February 21.

Referendum vote is scheduled for April 18, 2017.

Report of Community Education Director:

Swimming pool is busy with swimming lessons, open swim and pool parties.

Nicolle Gilbertson is offering an art class beginning January 23 for students.

The adult paint on canvas class had a very good turn out.

Father-Daughter Dance is scheduled for April 29 at Black Bear Casino.

Susan Zmyslony, Carlton County Board of Commissioners, District 4, was on hand to discuss Department of Revenue tax rate formulas in relation to energy use challenged in tax court looking at valuations. There are currently no final decisions. Kyle Holmes is the point person at Carlton County. Fisher-Merritt called MSBA for information regarding this subject and none is available at this time.

MOTION by Laveau seconded by Sheda to approve the Consolidation Resolution as prepared by Janaki Fisher-Merritt as a position statement in response to a recent unauthorized document issued to the Wrenshall School Board by the Carlton School Board. Motion carried unanimously.

MOTION by Laveau seconded by Fisher-Merritt to adopt the resolution relating to the issuance of school building bonds and calling for an election. With Jodie Zesbaugh from Ehlers Financial overseeing the process, the Board of Education walked through the prepared Resolution Relating to the Issuance of School Building Bonds and Calling an Election Theron document which included the notation of an aggregate amount not to exceed $12.5 million as well as the Notification of Election document. Motion carried unanimously.

MOTION by Laveau seconded by Fisher-Merritt to accept the donation from J Sanford and Elizabeth Dugan for the foreign language program and the library. Motion carried unanimously.

MOTION by Blanchard seconded by Sheda to accept the donation from the Wrenshall Little League for the Baseball account and the Softball account. Motion carried unanimously.

MOTION by Fisher-Merritt seconded by Laveau to accept the donation from the Minnesota Power Foundation for the archery program. Motion carried unanimously.

MOTION by Fisher-Merritt seconded by Blanchard to accept the donation from Welcome Home (organization) for the lunch account program. Motion carried unanimously.

MOTION by Blanchard seconded by Weiderman to accept the donation from a Wrenshall community member for the lunch account program. Motion carried unanimously.

MOTION by Sheda seconded by Blanchard to adopt the 2016/2017 school calendar changes making March 22 and June 6 no longer teacher inservice days. Motion carried unanimously.

MOTION by Blanchard seconded by Weiderman to approve a one half hour increase per day for Elizabeth Schlafer, Education Assistant ESP Unit. Motion carried unanimously.

MOTION by Laveau seconded by Sheda to approve Anna Baciak, Early Childhood Coordinator, request for maternity leave beginning March 20, 2017 and ending on May 31, 2017. Motion carried unanimously.

MOTION by Blanchard seconded by Sheda to approve the lane change for Theresa Vermeersch from BA+40/9 to MA+10/9. Motion carried unanimously.

MOTION by Fisher-Merritt seconded by Blanchard to approve the lane change for Natalie Cass from BA/5 to BA+10/5. Motion carried unanimously.

MOTION by Blanchard seconded by Laveau abstained by Sheda to hire Suzanne Berger - grade 5 BA/1 1.0 FTE per EDMN Wrenshall Master Agreement. Motion carried unanimously.

MOTION by Blanchard seconded by Weiderman to hire Paxton Malecha-Novak - grade 4 BA/1 1.0 FTE per EDMN Wrenshall Master Agreement. Motion carried unanimously.

MOTION by Fisher-Merritt seconded by Laveau to post for .5 FTE K-12 Special Education teacher. Motion carried unanimously.

MOTION by Blanchard seconded by Weiderman to hire Anna George for Girls Softball coach per EDMN Wrenshall Master Agreement. Motion carried unanimously.

MOTION by Sheda seconded by Blanchard to adopt resolution directing Superintendent Belcastro to make recommendations for adjustments in curriculum, programs and staff for the 2017/2018 school year. Motion carried unanimously.

Open Forum

Board member Blanchard noticed the Wrenshall school website needs updating. Superintendent Belcastro stated that staff is currently working with the website developer company due to ongoing problems in updating information on the site.

Knowledge Bowl team brought home second place in the recent challenge.

MOTION by Blanchard seconded by Laveau to adjourn the meeting at 7:53 p.m. Motion carried unanimously.
