On Nov. 8, the members of the Cloquet Planning Commission voted unanimously to recommend the city council adopt a landfill report done by city staff and planning commission members as well as approve a resolution amending the municipal code that would prohibit any new landfills or future landfill expansion within city limits.
At the moment, Cloquet’s newest landfill resembles a giant sandpit more than anything else.
Nestled inside a massive circle of gravel pits, the Shamrock Environmental industrial landfill doesn’t have a speck of waste in it yet, just two feet of compacted clay, a 60 mm high-tech plastic liner and two more feet of sand on top. Buried in the sand is a system of leachate collection pipes, which collect rainwater and other moisture that drains to the bottom of the landfill so it can be treated.

A 5-2 vote approving a conditional use permit for an industrial landfill in Cloquet at Tuesday’s Cloquet City Council meeting reversed two previous votes by the city council and came after eight months of fierce debate within the community.
The Cloquet City Council will vote on a conditional use permit for a proposed industrial landfill in Cloquet’s Hilltop neighborhood at its council meeting at 7 p.m. Tuesday. Residents are welcome to attend.
Close to 30 area residents gathered in the community room at Evergreen Knoll in Cloquet to brainstorm and strategize for one final push against a proposed industrial landfill permit set for a vote at the Cloquet City Council meeting Feb. 15.
As the issue of a proposed industrial landfill continues to languish in the wake of a possibly incomplete “no” vote by the Cloquet City Council on the required conditional use permit, stakeholders on both sides of the issue continue to exert pressure on the city.
