Fred Doran, the RW Beck environmental engineer hired by the city as a consultant to assist with the landfill permitting process, explains to the audience Tuesday how a landfill cell is designed on a slope so the leachate (contaminated water) will be directed to a sump, which is then pumped out to be treated. The cell is lined at a minimum height of 7-feet above the top of the sump, so it would take approximately 11 million gallons accumulation for water to spill over the liner, according to hydrogeologist Randall Sippel.
