I'm still a bit confused by some of thinking here. It's certainly true as Mr Johnson says that the only way for the City of Carlton to grow is to grow their tax base, but I'm questioning the specifics of how they intend to "grow" the tax base. If they annex Twin Lakes, the City of Carlton hasn't really "grown" anything....the've really just taken what's somebody elses and made it theirs by fiat. I used to work for a company like that. Every year they boasted about how their revenues and profits were up. Their secret ? They just kept buying their competitors and "growing" their business. A number of years later they finally came to the party and realized that "organic" growth was the only growth that really meant anything. The only growth that really benefits any organization or governmental entity is the growth that takes place within their existing boarders....not the growth you take from your neighbor. I fail to see how anything really "grows" when you're just reapportioning an existing tax base in this case while telling yourself that you're economy is really expanding. Doesn't this seem like a zero-sum game we're playing ? Somebody...please explain this to me....I'm confused.
