NOTICE OF SPECIAL ELECTION OF INDEPENDENT SCHOOL DISTRICT NO. 99

CARLTON COUNTY, MINNESOTA (ESKO)

The purpose of this notice is to inform you that Independent School District No. 99 (Esko) will be conducting a special election for the purpose of voting on the question below for which your polling place may be changed. All voters in the School District no voting by absentee ballot will vote at the polling place listed below for the District special election. PLEASE READ THIS NOTICE CAREFULLY.

NOTICE IS HEREBY GIVEN that a special election has been called and will be held in and for Independent School District No. 99 (Esko), Minnesota (the "School District), on November 6, 2012, between the hours of 7:00 a.m. and 8:00 p.m., for the purpose of voting upon the following question:

SCHOOL DISTRICT BALLOT QUESTION 1

APPROVAL OF SCHOOL DISTRICT REFERENDUM

REVENUE AUTHORIZATION

The School Board of Independent School District No. 99 (Esko) proposes to increase its general education revenue by $341 per pupil unit. The proposed referendum revenue authorization would be applicable for 9 years unless otherwise revoked or reduced as provided by law. The additional revenue will be used to finance school operations.

BY VOTING "YES" ON THIS BALLOT QUESTION, YOU ARE VOTING FOR A PROPERTY TAX INCREASE.

The annual dollar increases for typical residential homesteads, apartments and commercial-industrial properties within the District, other than certain agricultural, seasonal recreational residential and disabled homestead properties, are as follows:

(a) Taxable market value is the basis from which the net tax capacity is calculated. This value is not necessarily the price the property would bring if sold.

(b) Tax rate increase is derived by dividing the levy on referendum market value by the total referendum market value. The dollar increase in taxes payable is derived by multiplying the tax capacity rate increase and the referendum market value by the referendum market value rate.

(c) Residential seasonal recreational property and all but one acre and buildings of agriculture land are excluded from referendum market value tax.

The figures in the table are based on School District taxes for the referendum levy only, and do not include tax levies for other purposes. Tax increases shown above are gross increases, not including the impact of the State Property Tax Refund Program. Many owners of homestead property will qualify for a refund, based on their income and total property taxes. This will decrease the net effect of the referendum levy for many property owners.

NOTE: Agricultural property will pay taxes for the proposed referendum based only on the value of the house, garage, and one acre of land only. There will be no referendum taxes paid on the value of agricultural land and buildings. There will be no taxes paid for the proposed referendum for seasonal recreational residential property (i.e. cabins).

The polling place for this election and the precincts served by that polling place will be as follows:

POLLING PLACE: Esko Town Hall, 25 East Harney Road, Esko, MN 55733

This polling place serves all territory in Independent School District No. 99, Carlton County, Minnesota.

Any eligible voter residing in the School District may vote at this special election at the polling place designated above. The polls for said special election will be opened at 7:00 a.m. and will close at 8:00 p.m. on the date of the special election.

A voter must be registered to vote to be eligible to vote in this special election. Any resident of the District not previously registered as a voter may register on the day of the special election.
