REGULAR MEETING

The regular meeting of the School Board of Independent School District No. 94 was called to order by Board Chair Gary Huard, 302 - 14th Street, in the City of Cloquet, on November 14, 2011 at 6:11 p.m.

With the absence of the clerk, nominations to appoint an acting clerk were requested. D. Battaglia made a motion to appoint S. Crowley as acting clerk for the meeting. J. Crowley seconded and the motion was unanimously approved by a yea vote of all members present on roll call.

APPROVAL OF BOARD AGENDA

RESOLVED by J. Crowley that the School Board of Independent School District No. 94 hereby approves the November 14, 2011 school board meeting agenda. D. Battaglia moved the adoption of the resolution and it was declared adopted by unanimous yea vote of all members present on roll call.

APPROVAL OF BOARD MINUTES

RESOLVED by J. Crowley that the School Board of Independent School District No. 94 hereby approves the October 24, 2011 regular school board meeting minutes. D. Battaglia moved the adoption of the resolution and it was declared adopted by unanimous yea vote of all members present on roll call.

OPEN FORUM

Reports were provided by the building principals.

Student School Board Representative Lyndsey Bushnell reported that the "High School Musical" play was a success and students are looking forward to winter sports. Congratulations to Kyle Lau - Business Student of the Month.

CLAIMS, TREASURER'S REPORT, INVESTMENTS, AND WIRE TRANSFERS

RESOLVED by D. Battaglia that the School Board of Independent School District No. 94 hereby approves the Claims, October 2011 Treasurer's Report and Investment's Report, and Wire Transfers, as presented: General - $2,510,234.64; Food Service - $101,939.65; Transportation - $223,095.05; Community Service - $141,887.50; Capital Outlay - $254,906.89; Building Construction - $0; Debt Redemption Fund - $0; OPEB Irrevocable Trust - $80,668.97; OPEB Debt Service - $0, for a total of $3,312,732.70. Wire Transfers: $600,000.00 on October 27, 2011; $40,000.00 on October 31, 2011; and $405,000.00 on November 14, 2011. J. Crowley moved the adoption of the resolution and it was declared adopted by unanimous yea vote of all members present on roll call.

REFERENDUM ELECTION

RESOLVED by S. Crowley that the School Board of Independent School District No. 94 hereby approves the Abstract and Return of Votes Cast for the Cloquet School District Special Election held on November 8, 2011, as presented (copy on file in the Superintendent's Office). D. Battaglia moved the adoption of the resolution and it was declared adopted by unanimous yea vote of all members present on roll call.

CONSENT ITEMS

RESOLVED by D. Battaglia that the School Board of Independent School District No. 94 hereby approves that the consent items be approved, as submitted. J. Crowley moved the adoption of the resolution and it was declared adopted by unanimous yea vote of all members present on roll call.

SUPERINTENDENT'S REPORT

There was nothing to report at this time.

SCHOOL BOARD COMMITTEE REPORT

The Student Enrollment Report as of November 9, 2011 was provided for review. CAAEP enrollments are up considerably by 22 students.

NEW BUSINESS

RESOLVED by S. Crowley that the School Board of Independent School District No. 94 hereby approves District Policy #426 - Cloquet ISD #94 Health Insurance Plan, as presented. D. Battaglia moved the adoption of the resolution and it was declared adopted by unanimous yea vote of all members present on roll call.

RESOLVED by S. Crowley that the School Board of Independent School District No. 94 hereby approves the Regional Resources contract, as presented. Discussion followed. A motion to amend the resolution was made by S. Crowley asking that the contract payment plan be revised to receive payment after services have been provided, and that a sub-committee of the board be formed before March 15, 2012 to discuss the business services arrangement with Regional Resources and options with that contract for the following school year. D. Battaglia seconded the amended motion. Discussion followed. Action on the amendment to the original resolution was taken and it was approved by a three to one (3:1) yea vote of all members present on roll call. Board Members S. Crowley, D. Battaglia, and G. Huard voted yea. Board Member J. Crowley voted nay. D. Battaglia moved the adoption of the amended resolution and it was declared adopted by three to one (3:1) yea vote of all members present on roll call. Board Members S. Crowley, D. Battaglia, and G. Huard voted yea. Board Member J. Crowley voted nay.

RESOLVED by J. Crowley that the School Board of Independent School District No. 94 hereby approves Cloquet Special Education Contract for Services #19 with Moose Tracks DHS Day Training and Habilitation Center for services for one student from September 15, 2011 - December 31, 2011. The contract reflects five (5) days per week of secondary transition services at a daily rate of $122.90, plus transportation of $4.28 per day. Total estimated contract cost is $7,800.00. D. Battaglia moved the adoption of the resolution and it was declared adopted by unanimous yea vote of all members present on roll call.

RESOLVED by S. Crowley that the School Board of Independent School District No. 94 hereby approves Cloquet Special Education Contract for Services #20, #21, #22, #34, and #25 with Carlton County Human Services for Family School Support Worker services for the 2011-2012 school year. The contracts are, as follows: #20 - Diane Barkos, $23,093.76; #21 - Carolyn Golen, $51,567.88; #22 - Bridget Schrier, $50,947.88; #24 - Sandra Davis, $22,160.97; and #25 - Nancy Namaste, $46,276.18. D. Battaglia moved the adoption of the resolution and it was declared adopted by unanimous yea vote of all members present on roll call.

RESOLVED by D. Battaglia that the School Board of Independent School District No. 94 hereby approves Cloquet Special Education Contract for Service #EC-12 with New Horizon Preschool for ECSE/school readiness services during the 2011-2012 school year for one student. The contract reflects 17.5 hours of school readiness services per week at a monthly rate of $96.50. Total contract cost is estimated at $1,000.00. * Please note that the number of students placed in the program varies throughout the school year. J. Crowley moved the adoption of the resolution and it was declared adopted by unanimous yea vote of all members present on roll call.

RESOLVED by S. Crowley that the School Board of Independent School District No. 94 hereby approves the increase in FTE for Justin Timm from .4 FTE to .6 FTE Social Studies teacher at the Cloquet Senior High School beginning January 24, 2012 (start of Semester II), as presented. D. Battaglia moved the adoption of the resolution and it was declared adopted by unanimous yea vote of all members present on roll call.

RESOLVED by S. Crowley that the School Board of Independent School District No. 94 hereby approve the Resolution Directing the Administration to Make Recommendations for Reductions in Programs and Positions and Reasons Therefore in an amount up to $900,000.00, as presented. D. Battaglia moved the adoption of the resolution and it was declared adopted by unanimous yea vote of all members present on roll call.

AGENDA ADDENDUMS

RESOLVED by S. Crowley that the School Board of Independent School District No. 94 hereby approves the following contracts for the plowing and removal of snow for the Cloquet School District, and that the rates for this service be according to the bid amounts attached to this resolution, as presented: Cloquet Constructors - Cloquet High School site; 3-D Construction - Churchill and Washington Elementary School sites; and Craig Stevens - Cloquet Middle School and Garfield School sites. D. Battaglia moved the adoption of the resolution and it was declared adopted by unanimous yea vote of all members present on roll call.

RESOLVED by S. Crowley that the School Board of Independent School District No. 94 hereby accepts the letter of retirement from LuJean Adams, ECFE teacher at Community Education, effective November 8, 2011, and thanks her for her 25 years of service to the Cloquet School District. D. Battaglia moved the adoption of the resolution and it was declared adopted by unanimous yea vote of all members present on roll call.
