SEPTEMBER 18, 2017

The Wrenshall Board of Education, Independent School District No. 100, Wrenshall, Minnesota held its regular board meeting in the Library Media Center at Wrenshall School on Monday, September 18, 2017. Chairperson Laveau called the meeting to order at 6:00 p.m.

Members present: Matthew Laveau, Janaki Fisher-Merritt, Renae House, Michelle Blanchard, Tony Sheda, and Warren Weiderman.

MOTION by Fisher-Merritt seconded by House to approve the agenda. Motion carried unanimously.

MOTION by Blanchard seconded by Fisher-Merritt to approve the consent agenda including checks #47629-#47730. Motion carried unanimously.

Report of Superintendent:
A big thank you to Ellie Swanson for all the work she is doing on the new school website.
Mike Schmidt, School Social Worker, Carlton County, is back for the 2017/2018 school year.
Lindsay Morgan, Northhomes Inc., is the new district school-based Mental Health professional.

Superintendent Belcastro recognized the following:
Football team is doing great this fall.
Volleyball team is also doing well this fall.

Report from Community Education Director:
Classes available: First Aid, CPR, Baby Sign Language, Home Alone, and Babysitting.
Working on getting student lifeguards certified.

Ehlers Financial update:
Refunding of an eligible bond resulting in $40,000 savings over four years.
Maximum dollar amount Wrenshall district can access for non-voter approved levy.
Infinite Campus online payment system - discussed moving forward with this initiative. The public hearing regarding transaction fees will occur at the October 16 Board meeting.
Email from Anne LaFrinier-Ritchie at PAVSA/Program for Aid to Victims of Sexual Assault.
The Benevity Community Impact Fund check in the amount of $1,456.50 was discussed.

MOTION by Fisher-Merritt seconded by House to accept the Federated Co-op fuel bid received for school year 2017/2018. Motion carried unanimously.

MOTION by Fisher-Merritt seconded by Blanchard to accept the AllWeather Roof bid according to their proposal and information included in the RFP. Motion carried unanimously.

MOTION by House seconded by Fisher-Merritt to approve free admittance for Wrenshall students at home sporting events for 2017/2018 school year provided student ID card is shown at ticket table for hand stamp as proposed by Kevin Olesen and Joann Lattu. Motion carried unanimously.

MOTION by House seconded by Blanchard to approve increase in 2017/2018 school year adult meal prices to $1.75 for breakfast and $3.65 for lunch as per MDE Food and Nutrition Service. Motion carried unanimously.

MOTION by Blanchard seconded by Sheda to certify 2017 payable 2018 preliminary levy at maximum. Motion carried unanimously.

MOTION by Fisher-Merritt seconded by Blanchard to approve 2016/2017 permanent transfers to Food Service and Community Education Funds to clear deficit balances. Motion carried unanimously.

MOTION by Blanchard seconded by Weiderman to approve scheduling Truth in Taxation meeting for December 18, 2017 at 6:00 p.m. Motion carried unanimously.

MOTION by Weiderman seconded by Laveau to accept retirement of Connie Skarbakka, District Business Manager, effective January 15, 2018. Motion carried unanimously.

MOTION by Blanchard seconded by House to approve purchase of Infinite Campus online payment system with public hearing regarding transaction fees to be held on October 16, 2017 at 6:00 p.m. Motion carried unanimously.

MOTION by House seconded by Sheda to accept the resignation of Maureen Holmes as bus driver effective when new hire is in place. Motion carried unanimously.

MOTION by Weiderman seconded by Fisher-Merritt to accept the Benevity Community Impact Fund check in the amount of $1,456.50 without doing the optional registration. Motion carried unanimously.

MOTION by House seconded by Sheda to approve renewal of MSBA membership for the 2017/2018 school year. Motion carried unanimously.

MOTION by Weiderman seconded by Blanchard to approve lane change for Ross Tollgaard from BA + 20 to BA + 40/MA per ED MN Wrenshall Contract effective September 1, 2017. Motion carried unanimously.

MOTION by Sheda seconded by Fisher-Merritt to approve lane change for Molly Kidd from BA + 10/9 to BA + 20/9 per ED MN Wrenshall Contract effective September 1, 2017. Motion carried unanimously.

MOTION by Fisher-Merritt seconded by House to approve change for Elizabeth Schlafer from Classroom Assistant Class 01 to Certified Paraprofessional Special Education Class 05 per ESP Contract effective September 1, 2017. Motion carried unanimously.

MOTION by Blanchard seconded by House to approve $1.50 per hour pay increase for Laurie Harris, ECSE, individual contract, effective September 1, 2017. Motion carried unanimously.

MOTION by House seconded by Blanchard to accept resignation of Geralyn Lane Thompson as Special Education Clerical Class 03 at Northern Lights Special Education Cooperative effective July 26, 2017. Motion carried unanimously.

MOTION by Weiderman seconded by Laveau to approve hiring Haley Stirewalt as Special Education Clerical Class 03/0 at Northern Lights Special Education Cooperative per ESP contract effective August 23, 2017. Motion carried unanimously.

Open Forum:
Community members are allowed 4 minutes to speak - sign up sheet available.
Community member expressed safety concerns at the bus fuel fill station where the fuel nozzle is too high for safe use. Dick Tracy, Health and Safety Consultant, stated that he and Mike Smith, Director of Buildings and Grounds, are working on this issue.
MOTION by Fisher-Merritt seconded by Laveau to adjourn the meeting at 7:08 p.m. Motion carried unanimously.
