SCHOOL BOARD MINUTES
MONDAY, SEPTEMBER 18, 2017- 7:00 P.M.

The Board of Education of Independent School District 93, Carlton, Minnesota, met in regular session on Monday, September 18, 2017. Emerson called the meeting to order at 7:00 p.m. The meeting continued with the Pledge of Allegiance. Members present: Chmielewski, Emerson, Gibson, Karp, Lehto with Superintendent Carman and Business Manager Eiffler. Hagenah absent.

MOTION by Gibson to approve Meeting Agenda was supported by Karp. Motion passed 5-0.

Report was given by Student Advocate-Student Council Representative Zoe Klimek.

Notice regarding public comment was given.

Public comment was taken by Bill Sharratt, Ann Gustafson and Amy DeCaigny.

Thank you to Northwoods Credit Union for providing donuts and fruit for the fall staff in-service meeting on Monday, August 28, 2017. Additional thanks for their support of the district through their Community Builder Program.

Thank you to Todd Rengo and Mitch Haber with Thrivent Financial for providing lunch to the teaching staff on Thursday, August 31, 2017.

Thank you to the Proctor Community Church of Christ for their donation of school supplies to our South Terrace Elementary School.

Thank you to the College of St. Scholastica for the donation of 10 computer tables to be used in the business lab and digital learning room at Carlton High School.

Thank you to Citon Computer Corporation for providing refreshments to the staff.

Thank you to Kris Sauter and the Vineyard Church for providing donuts to the staff.

Congratulation to Sue Karp for completing all four phases of MSBA training.

Thank you to Amy DeCaigney and Camille LaBrasser for painting and cleaning up the varsity gym concession stand.

Reports were given by High School Principal Craig Kotsmith, South Terrace Elementary Principal Benjamin Midge, Community Education Director Daisy Rose, Business Manager Renee Eiffler, and Superintendent Gwen Carman.

MOTION by Lehto to approve the Consent Agenda.
Approve the Minutes, August 21, 2017 Regular School Board Meeting.
Approve August payroll for a total of $357,183.20 and wires summative at $117,597.17.
Approve the September finance checks in the amount of $242,447.44.
The motion was supported by Gibson. The motion carried 5-0.

Discussion on long term facility options with hand outs from InGensa regarding project improvements by type of funding source and bond issuance options.

MOTION by Lehto to approve a resolution setting the proposed 2017 Payable 2018 Levy Limitation and Certification at maximum and setting the Truth in Taxation hearing for December 18, 2017 at 6:30 p.m. at the HS Media Center was supported by Karp. A role call vote was called; Emerson-yea, Gibson-yea, Karp-yea, Lehto-yea, Chmielewski-yea. Motion passed 5-0.

MOTION by Lehto to approve a Fiscal Year 17 fund transfer in the amount of $4177.20 from Fund 01-General to Fund 02-Food Service was supported by Gibson. Motion passed 5-0.

The organizational meeting date was set for January 8, 2018.

Communications with School Board. A discussion was held regarding the ability to add disclosure of public communication with school board members outside of the meetings in some fashion to the regular meetings (email, phone, etc). Ms. Carman was asked to get input from MSBA on the best way to add this to the regular school board meetings.

MOTION by Karp to approve Dalyce Gustafson as the 2017-18 DAPE Teacher pending approved variance as supported by Chmielewski. Motion passed 5-0.

MOTION by Lehto to approve the hire of Jennifer RedOwl as Bulldog Kids Care Aide at $11.54 per hour effective September 11, 2017 was supported by Karp. Roll call vote was called; Emerson - abstain, Gibson-yea, Chmielewski- yea, Karp-yea, Lehto-yea. Motion passed 4-0.

MOTION by Karp to approve the hire of Jennifer RedOwl as ECFE Aide at $11.77 per hour effective September 26, 2017 was supported by Lehto. Roll call vote was called; Emerson - abstain, Gibson-yea, Chmielewski- yea, Karp-yea, Lehto-yea. Motion passed 4-0.

MOTION by Gibson to approve the hire of Kara Dahl as Preschool Bridges Teacher at $23.27 per hour, effective September 21, 2017 was supported by Chmielewski. Motion passed 5-0.

The School Board moved to closed session to discuss contract negotiations at 8:41 p.m. and reopened at 8:56 p.m.

Gibson made a motion to adjourn at 8:59 p.m. and there being no further business with a second from Chmielewski the meeting adjourned by unanimous vote.
