School Board Working Session
School Board Chair Duane Buytaert called the school board working session to order at 5:30 p.m.
Connie Hyde, Principal at Cloquet Area Alternative Education Programs (CAAEP) provided an overview on the Restorative Practices Annual Report, August 2017. The 2017-18 goals include, 1) To further reduce suspensions, expulsions and behavior referrals; 2) To increase program self-sufficiency; 3) To assure sustained well-being for staff and students; and 4) To increase attendance rates for students. Superintendent Scarbrough reported that he's been contacted by the superintendent at Carlton Public Schools to bring representatives of both school districts together to discuss the option of consolidation. Informal discussions need to take place first and we need to be certain that the talks are deliberate and not rushed; looking at what is best for our kids.
There being nothing further to discuss, Board Chair Duane Buytaert adjourned the working session at 6:00 p.m.

APPROVAL OF BOARD AGENDA
RESOLVED by D. Danielson to approve the September 11, 2017 School Board Agenda, with additions listed below:
Consent Items: 2b. - Staff resignation; 3p. - Recommendation to hire Technology Support Paraprofessional at Cloquet Senior High School; 3r. - Extra Services contract amendment; 3s. - 6th period stipend for media class; 4c. - Permission to post for a part-time cleaner at the middle school; 4d. - Permission to post for a paraprofessional at Northern Lights Academy. T. Lammi seconded the motion and the resolution was approved, with the above additions, by unanimous yea vote of all members present on roll call.
APPROVAL OF MEETING MINUTES
RESOLVED by T. Lammi to approve the August 28, 2017 school board meeting minutes, with several corrections being made (including J. Crowley's name inadvertently/omitting D. Battaglia's name). D. Battaglia seconded the motion and the resolution was approved by unanimous yea vote of all members present on roll call.
OPEN FORUM AND RECEPTION OF DELEGATIONS, PETITIONS, AND COMMUNICATIONS
Superintendent Scarbrough welcomed and introduced School Resource Officer (SRO) Erik Blesener. Officer Blesener provided a brief background and thanked the board members for their support of his position; indicating that he was very happy to be working with the school district again. He has had the opportunity to visit all the schools and meet the students. He sees himself as being an informal counselor, which is in line with what SROs are doing now; mentoring and teaching is a big part of what they do. He will be wearing his various soft and hard uniforms depending on what the day consists of and will always be armed and wearing a badge.
Building and Department reports were provided.
Community member James Mallery addressed the Board about the discussion of holding consolidation talks with Carlton and asked if Cloquet would have space for more kids. Superintendent Scarbrough responded that things like this would have to come out during the study of the proposed consolidation. Mr. Mallery also inquired about the construction budget. We are currently under budget and have a contingency for the old middle school of $1.3 million.
CONSIDER APPROVAL OF CLAIMS, INVESTMENT'S REPORT, PRELIMINARY TREASURER'S REPORT, AND WIRE TRANSFER
RESOLVED by T. Lammi to approve the Claims - September 11, 2017; Hand Checks - August 2017; and Wire Transfer of $2,738,643.81 on August 31, 2017, as presented. J. Crowley seconded the motion and the resolution was approved by unanimous yea vote of all members present on roll call.

4. Reduction of Positions/Rescission of Hours and Increase in Time/Issue Extra-Services Contracts
Reduction of 6.5 Hours/Day Special Education EBD Paraprofessional (Heather Snesrud) at Churchill Elementary School, effective September 5, 2017. Ms. Snesrud has chosen not to exercise her rights afforded her in the union's CBA. Due to this, her last day with the district will be Thursday, September 21, 2017.
Rescind the additional hours for Denise Risberg's LPN time to include the 16.5 in-service days and the additional half-hour on early dismissal Wednesdays for a total of 6 hours, fifty-five minutes (6:55)/day for the 2017-2018 school year, beginning on September 6, 2017. The reason for this rescission is that Ms. Risberg bumped into another position at Churchill Elementary School during the Paraprofessional bumping process held on August 10, 2017.
Rescind the extra-services contract issued to Robin Anderson for the Junior Class Advisor for the 2017-2018 school year and re-issue the extra-services contract to Chandra Allen in the amount of $2,049 for the time period September 6, 2017 - June 1, 2018.
Issue an extra-services contract for Sue Thomason for Instructional Computer Coordinator services at Cloquet Area Alternative Education Programs (CAAEP) in the amount of $1,270 for the time period September 6, 2017 - June 1, 2018.
Rescind the extra-services contract issued to John Holmstrom as Vocal Advisor for the 2017-2018 school year and reissue it to Matthew Wade. Amount is $1,761.00 for the time period September 6, 2017 - June 1, 2018.
5. Permission to Post Positions:
a. Repost for a 6.5 Hours/Day AIE Academic Tutor for the Cloquet Senior High School AIE classroom.
b. Posting for a 6:45 Hours/Day LPN/Paraprofessional for Northern Lights Academy.
c. Posting for a 6:45 Hours/Day Consistent Support Paraprofessional for Northern Lights Academy.
d. Permission to post for a 6.75 Hours/Day cleaner at Cloquet Middle School.
6. Employment Staff Adjustments:
1. Laurie Bodie, Attendance Secretary/Receptionist - increase by .25 hours/day due to extending our school day by 10 minutes.
2. Kay Gerlach, Consistent Support Paraprofessional - increase by .25 hours/day due to high need special education student who enrolled in late August.
3. Holly Josephson, Consistent Support Paraprofessional - increase by .75 hours/day due to high need special education student who enrolled in late August.

Transportation and Bussing - Superintendent Scarbrough reported that he has talked to Cloquet Transit about doing some transportation studies this past summer, but changing transportation to accommodate new attendance areas among the elementary schools and new middle school has been complicated and time consuming. He appreciates the way the parents, administrators and Cloquet Transit worked together to make the transportation work the beginning of the school year. Work on a study will be done in October regarding walking distances and the potential financial impact to change some of them. He will also be looking at District policy to possibly change some of the walking distances, i.e. two miles for high school students. There may be some potential to bring in a transportation consultant to help work through the study, etc., but a recommendation would be brought to the board for discussion prior to bringing someone in.
Student Enrollments - Student enrollments remain close to 2600 students K-12. Enrollment has increased by approximately 75 to 100 students, but the numbers are still being adjusted as we don't know the total drops yet.
Cloquet Middle School Grand Opening - Thursday, September 14th 6-9 p.m. Drums will open the ceremony and begin at 6 pm. Following the grand opening ceremonies, community members can take part in the self-guided tours with refreshments being provided by Education Minnesota-Cloquet staff. This will be a good time to celebrate the new school and recognize all the hard work that has gone into the construction.
Carlton School District is exploring consolidation options and plans moving forward. Superintendent Scarbrough has indicated to them that we would be interested in meeting with their representatives and look at what is best for the kids, while doing so in a deliberate and open manner. He indicated that he would like several of our board members to visit with their representatives, with the understanding that this has to be an open process and nothing will be done behind closed doors. It will be a slow and deliberate, looking at what's best for kids and our district. Board members Dave Battaglia, Nate Sandman and Ted Lammi agreed to sit on the subcommittee on behalf of Cloquet.
